2. What is the 2015 Vision Plan?

The Vision 2015 Plan, written and updated in the late 1990s, provides the City of Ferguson with a master plan that outlines the projected municipal service needs for a variety of city efforts. It also establishes long-range goals and expectations for municipal efforts.

The 2015 Plan serves as the comprehensive land use plan for the City, outlining existing zoning and land uses, contrasted against the long-range development goals of the city. The Plan, formally adopted by past City Councils, provides an important roadmap for general city services and is amended from time to time based on changing needs.

4. What’s the difference between the City Clerk and Court Clerk?

The City Clerk is responsible for managing all official City records and providing support to the mayor and the City Council and several boards.

The Court Clerk assists the municipal court attorneys and judges and maintains all court documents. The court clerk accepts all payments of fines issued by representatives of the City’s Police and Public Works departments.

3. When does the Council meet?

Meetings are held the 2nd and 4th Tuesday of each month, with exception. In April, meetings are held on the 3rd and 4th Tuesday, due to elections. In July and August, meetings are held on the 4th Tuesday.

4. Where can I get a copy of the agenda, or approved minutes?

5. How long are the terms for the Mayor and Council members?

Members of the Council are elected for three (3) year terms, and are allowed to serve no more than three (3) consecutive terms.

The Mayor is elected for a three (3) year term and is allowed to serve no more than three (3) consecutive terms.

It all depends on the location and the type of business. The Downtown TIF district provides financial incentives to developers of projects that will attract increased retail activity and sales taxes to the area.

A Facade matching grant program is also available to encourage physical upgrades to existing downtown buildings.

1. How do I find out what programs the fire department offers?

2. Do I need a permit to have a campfire in my backyard?

Permits are not typically issued for single-family residential areas. However, the fire department can issue a burn permit for bonfires if all of the safety requirements have been met, including the fire being at least 50 feet from a building.

3. Do you offer CPR classes to the public?

Yes. Classes for both individuals and groups are offered and scheduled as needed. The classes follow American Heart Association guidelines. The department also assists Scout troops in obtaining merit badges related to fire safety and first aid.

4. How do I get a copy of a fire incident report?

Call the Fire Department at (314) 522-1122. You can either pick up the report or a copy will be sent to you in the mail. There is a $5 charge for the service.

5. Can I take a tour of the fire station?

Yes, tours are offered at each fire house. All ages are welcome. Just call the station that you’re interested in visiting to set up an appointment.

7. How do I get a permit from the fire department to build a structure?

All permits are issued by the City’s Public Works Department. The Fire Department will do the plan review simultaneously with Public Works and forward comments to them. Once all comments/concerns have been addressed, the actual permit will be issued by Public Works.

8. Can I get my blood pressure taken at the fire house?

Yes, blood pressure screening is available at each fire house. The service is provided between 9:00 a.m. and 5:00 p.m., no appointment is necessary.

1. Where do I pay my traffic tickets?

All questions concerning traffic tickets and fines are handled by the Court Clerk Office located inside the Police Department building at 222 S. Florissant Road. No. Neighborhood organizations address more issues than crime in the neighborhood. They usually include several contiguous subdivisions that have common interests.

1. Do you have any rooms to rent?

The City no longer has a building for meeting space. In spring 2007, the January-Wabash Park Building was demolished, but we do have a list of area facilities that you can contact about reserving space.

2. Can I reserve a picnic pavilion?

Ferguson residents may reserve a park pavilion by visiting the Parks and Recreation office and completing a request form and paying a permit fee.

3. How does your department determine residency in Ferguson in regards to rental fees?

If you live within Ferguson city limits and pay taxes in Ferguson, you are considered a resident. Non-residents may participate in many of our programs, but at a slightly higher fee rate.

4. Can I fish at the lake in January-Wabash Park? Is it stocked?

Fishing is permitted at the lake in January-Wabash Memorial Park. A City of Ferguson license is not required, but anglers must comply with all state of Missouri fishing regulations including a state fishing license for persons age 16 to 64, which are available at retail sporting goods stores.

The Missouri Department of Conservation stocks the lake, as well as enforces daily catch limits and manages the lake through the Urban Fishing Program. Ferguson Police officers may also enforce limits and permits. Please call the Missouri Department of Conservation at (636) 300-9651 for information.

5. What is the BTC Center agreement?

The City of Ferguson and Blessed Teresa of Calcutta Church (BTC) have entered an agreement to use their Parish Center for Parks and Recreation programs previously held at the January-Wabash Park Building. Classes such as yoga, aerobics, Fitness over Fifty, and Tai Chi are held at the center; the former site of Good Shepherd School, located at 1050 Smith Avenue, off of Hudson Road. As a part of the agreement, Blessed Teresa parishioners are cordially invited to participate in the programs at the Ferguson resident fee.

1. What do I need to get a towed vehicle released?

The State of Missouri requires a valid driver’s license or state I.D. and proof of ownership for the vehicle. Acceptable forms of ownership include title to the vehicle, bill of sale, or a processed application of title. The Police Department will assess a fee of $25.00 to cover the cost related to towing of vehicle and processing the release of such vehicles by the Police department. Fees shall be paid prior to the release of the towed vehicle.

2. Can I file a police report over the phone?

Police reports are not accepted over the phone. If the incident occurred in Ferguson, an officer can respond to the scene or the individual can go the Police Station, located at 222 S. Florissant Road.

3. What time does the Police Department close?

The Police Department is open 24 hours a day, seven days a week, for reports, inquires of bond status, and posting bond.
The supporting offices such as Records and Courts are open Monday through Friday from 8:30 a.m. to 5:00 p.m.

4. When will my police report be ready?

Reports are available seven (7) to ten (10) business days after the date of incident.

Please call the Records office at (314) 524-5282 or (314) 524-5283 to verify the availability of the report, prior to appearing in person.

5. Is there a cost for police reports?

Yes, there is a fee for copies of all reports, no matter if you are the victim. The cost is $5 for criminal incident reports and $7 for four-page accident reports. Additional pages are $1 each.

6. Is there a cost for false alarms?

All false alarms to which the police department responds shall result in the following charges to the home owner, renter and/or business owner:

A warning for the first false alarm in any calendar year; after which all others in the same calendar year will incur a twenty five dollar ($25.00) service charge.

1. Do I need an occupancy permit?

Yes. Occupancy permits are required for both residential and commercial properties. All permits must be paid in person; cash, checks, money orders, debit or credit cards are accepted.

2. What is required to get a residential occupancy permit?

To get a residential occupancy permit, you will need proof of ownership or authorization to occupy residential property form, a photo ID, birth certificates for children to show proof of relationship, a complete application, and the $40 fee.

*An inspection is required when there is a change in occupancy and/or ownership. The inspection must be requested by the property owner and a fee of $40 must be paid separate from the occupancy permit fee. The fee must be paid in person; cash, checks, money orders, debit or credit cards are accepted.

3. What is required to get a commercial occupancy permit?

For a commercial occupancy permit, you will need a signed lease, the applicant’s photo ID, a detailed floor plan for the business set to scale and/or architect-sealed, a complete application, and the $100 fee. The fee must be paid in person by cash, check, or money order. No debit or credit cards.

4. What types of projects require a permit for my home?

There are several residential projects that require a permit: decks, driveways, fences, framing, drywall, electrical - new service, new panel, adding outlets, adding lights, adding switches, re-wiring, etc. – plumbing, to include new pipes, new bathroom, relocating toilets, tubs, sinks, etc., furnaces, air conditioning, water heaters, retaining walls three (3) feet or taller), sheds, and more.

Always check with Public Works before starting a project to verify any permit needs.

5. What do I need and where do I go to get a permit?

For permits, you’ll need a set of plans, a plot and/or survey of your property for outside projects, and a complete application. For new construction and larger projects, other items are needed. Please check with Public Works for details.

Please be aware that trees in individual yards, in the rear of properties, and behind individual properties are generally not City right-of-way trees.
